The V890 form is the official DVLA postal document for making a Statutory Off Road Notification (SORN). If your vehicle is off the road and not being used on a public road, you are legally required to either hold a valid SORN or keep it taxed. Download the V890 PDF from this page, complete it in black ink, and post it to DVLA, Swansea, SA99 1AR. Or apply online instantly at gov.uk/sorn.

◆ Quick Answer

The V890 form is the official DVLA postal form for making a Statutory Off Road Notification (SORN). It allows vehicle owners to legally declare that a vehicle will not be used or kept on a public road. The form is free to submit and is mainly used when online or phone applications are not suitable. For example, when the vehicle is not registered in your name.

What is the V890 Form?

The V890 form is the DVLA’s paper application for a Statutory Off Road Notification. It is a single-page document (reference V890-1025) that formally tells DVLA your vehicle will not be used or parked on a public highway. Once DVLA processes it, your vehicle tax is cancelled, and a refund cheque is issued for any remaining complete calendar months.

Most people do not need the paper form. If the vehicle is in your name, the online service at gov.uk/sorn is faster and takes effect immediately. The V890 postal route is the correct option when the vehicle is not in your name, when you have no internet access, or in certain estate and legal situations.

What is a Statutory Off Road Notification (SORN)?

A Statutory Off Road Notification (SORN) is a legal declaration under the Vehicle Excise and Registration Act 1994 that your vehicle is not being used or kept on a public road. Every registered vehicle in the UK must be either taxed or SORNed at all times. There is no gap period between the two.

Once SORN is active, the vehicle must be kept on private land: a driveway, garage, or private storage facility. Since 2023, the SORN has automatically renewed each year and remains in place until you tax the vehicle, sell it, scrap it, or export it.

Who Needs to Submit a V890 DVLA SORN Form?

The online or phone routes cover most people. You need the paper V890 form specifically if any of the following apply:

  • Vehicle not in your name: Online and phone SORN are only available to the registered keeper. For all other applicants, the postal V890 is the only route.
  • No internet or phone access: The paper form is your only option.
  • Address mismatch on V5C: Update section 3 or 6 of the log book and include it with the V890.
  • Applying on behalf of a deceased keeper: A solicitor or family member managing an estate must apply by post.
  • Becoming the registered keeper: If you have just sent a V5C or V62 to register the vehicle, tick the relevant box and include it with the V890.

When to Use the V890?

  • Vehicle under repair: Extensive work keeping the car off the road for weeks or months.
  • Long-term storage: Classic cars, motorcycles, or seasonal vehicles stored over winter.
  • Failed MOT: Vehicle needs substantial work before it can be driven again.
  • Unable to drive: Medical condition, surgery recovery, or extended time abroad.
  • Awaiting sale: Vehicle parked on private land while listed for sale and not being driven.
  • Project vehicle: Restoration or non-running vehicle off-road for the foreseeable future.
  • Just bought with no V5C: Submit the V890 alongside a V62 application. Replacement V5C costs £25.

Special Cases and Edge Circumstances

Inherited or deceased owner vehicle

The estate representative must send the completed V890 along with the relevant section of the V5C log book by post to DVLA, Swansea, SA99 1AR. Online and phone SORN are not available for deceased keeper situations.

Vehicle bought at auction with no V5C

Send a completed V62 (application for a vehicle registration certificate) together with the V890 to DVLA. The V62 fee is £25. SORN takes effect from the date DVLA processes both forms.

Northern Ireland

Northern Ireland vehicles follow the same V890 process and use the same postal address: DVLA, Swansea, SA99 1AR. Vehicle tax in Northern Ireland can additionally be paid at Post Office branches — not available in Great Britain.

Motor traders

Motor traders who hold vehicles temporarily in the normal course of their business do not need to make a SORN unless the vehicle is registered in their name. This exemption is confirmed in the V890 guidance notes (Section 4).

Vehicle being permanently exported

SORN cannot be made for a vehicle leaving the UK permanently. Notify DVLA of the export separately at gov.uk/export-vehicle.

SORN vs Vehicle Tax – What’s the Difference?

Letting vehicle tax expire is not the same as declaring SORN. The table below shows the key differences.

How to end

Declare SORN or let lapse; fines apply

What SORN Does Not Cover?

  • Insurance: SORN removes the road tax obligation but not necessarily your insurance requirement. See the section below.
  • MOT exemption: You still need a valid MOT to re-tax the vehicle when you bring it back on the road.
  • Public road parking: A SORNed vehicle found on a public road can be clamped and fined. Private land only.
  • Transfer to a new keeper: SORN does not carry over on sale. The new owner must make their own declaration immediately.
  • Vehicles taken out of the UK: SORN cannot be made for a vehicle being permanently exported.

Do You Still Need Insurance on a SORNed Vehicle?

This is the question that catches most people out, and it is not answered clearly by any of the major pages currently ranking for V890 queries.

Under the Continuous Insurance Enforcement (CIE) rules introduced in 2011, you are legally required to insure a registered vehicle unless it holds a valid SORN. So SORN does remove the legal obligation to hold motor insurance, but only while the vehicle is genuinely kept on private land and not used on any public road.

In practice, many insurers and storage facility operators still recommend keeping at least a fire and theft policy while a vehicle is SORNed, particularly if it is stored in a shared garage or on land where third-party liability could arise. Check with your insurer before cancelling cover.

⚠ If you cancel insurance on a SORNed vehicle and then drive it to a pre-booked MOT, you must reinstate cover first. Driving without insurance carries a fixed penalty of £300 and six penalty points.

Vehicle details and declaration: Registration number, SORN date, make, model, signature, and date.

2

Your details: Name, address, and tick box confirming your status as registered keeper or applicant.

3

What your declaration means: A legal statement about public road use and a false-declaration warning.

4

Guidance notes: Refund process, acknowledgement timeline, motor trader exemption, and data protection.

ⓘ Do not write in the shaded “Official use only” boxes. Making a false declaration on the V890 form is a criminal offence.

How to Fill In the V890 SORN Form?

1

Write your vehicle registration number in the box in Section 1.

2

Enter the SORN date. This can be the current month, last month (no refund for past dates), or next month or the month after. Include a letter explaining why you cannot send it nearer the time.

3

Fill in the vehicle’s make and model.

4

Sign and date the form. If signing for a partnership or limited company, add your position in the firm.

5

Complete Section 2 with your title, forenames, surname, and full address including postcode.

6

Tick the box that matches your situation: registered keeper, V5C or V62 already submitted, or submitting V5C or V62 with this form.

7

If the vehicle is not in your name, complete the appropriate section of the V5C log book and include it with the form.

8

Post to DVLA, Swansea, SA99 1AR. Keep a photocopy before sending.

⚠ Several third-party PDF websites list the postal address as SA99 1ZZ. This is incorrect. The correct postcode — printed on the V890 form itself — is SA99 1AR. Using the wrong address will delay or cause your application to be lost.

Automatic Tax Refund and How It Works?

When DVLA processes your V890, they automatically cancel your vehicle tax and issue a refund cheque for any remaining complete calendar months. Partial months are not refunded. The refund is calculated from the date DVLA receives and processes the form, not the date you posted it.

ⓘ Allow up to 6 weeks for the refund cheque to arrive. If nothing has arrived after 4 weeks, call DVLA Customer Enquiries on 0300 790 6802.

Common Mistakes to Avoid

  • Using the wrong postal address: SA99 1AR is correct. SA99 1ZZ, listed on several third-party sites, is not.
  • Parking on a public road after declaring SORN: A SORNed vehicle on a public road can be clamped without warning. Move it to private land before you submit.
  • Assuming SORN removes the insurance requirement: It removes the legal obligation under CIE rules, but many insurers still recommend a fire and theft policy.
  • Not reinstating insurance before driving to an MOT: SORN allows you to drive to a pre-booked MOT by the most direct route, but you must have valid insurance for that journey.
  • Assuming SORN transfers to the new owner on sale: It does not. The buyer must make their own SORN or tax the vehicle from the moment of purchase.
  • Expecting a refund for partial months: DVLA refunds complete calendar months only, from the date they process the form.
  • Ignoring a SORN fine: A £80 penalty that is ignored escalates to a £1,000 magistrates court fine and a potential criminal record.

Received an £80 SORN fine? Here’s what to do:

💡 This is the situation no competitor page covers. Here are the exact steps:

  • Submit your SORN immediately – Online, by phone, or by post — to stop further penalties building up.
  • Move the vehicle to private land if it is currently on a public road.
  • Pay the £40 reduced amount within 28 days if you accept the penalty.
  • If the fine was issued in error, contact DVLA with your reference number, submission date, and proof (confirmation email or postal receipt).
  • Appeal within 28 days of the notice date. DVLA will review and may cancel the fine if you submitted SORN on time.

⚠ Do not ignore a SORN penalty notice. Unpaid fines escalate to court prosecution and a potential criminal record for vehicle tax evasion.
